LIHTC and HOME Interim Recertification Procedures Overview
The LIHTC Guide for Completing Form 8823 Low-Income Housing Credit Agencies Report of Noncompliance or Building Disposition requires an income certification when an additional member is added to the household during the recertification year. You must verify all personal, income, and asset information for the new member and add this information to the existing annual recertification. The household must continue to qualify with the addition of the new member.
In Voyager, you can use an interim recertification for this purpose. Create and save an interim recertification and then add the information for the new household member.
A recertification for a new member does not alter the annual recertification date. You may want to perform an interim recertification when a household wants to transfer between buildings within a 100% LIHTC project. LIHTC does not allow unit transfers between buildings if the household income exceeds 140% of the current applicable income limit. An interim recertification confirms that the household income qualifies for the transfer.
When an existing LIHTC or HOME resident begins to receive a tenant-based subsidy, or when a resident's tenant-based subsidy changes, you must adjust the resident's rent charge, and add a charge for the new subsidy or change the existing subsidy charge. Creating an interim recertification is an efficient way to update these charges. When you save the interim recertification, Voyager automatically adds a lease charge to the resident record for the new rent and subsidy. When you create the resident's next annual recertification, Voyager uses the interim recertification, instead of the previous annual recertification, as the basis for the resident's new lease charges.
Interim recertifications for new tenant-bases subsidies are for your records only. You do not transmit these recertifications to LIHTC or HOME housing authorities.
